Elizabeth Litzinger Allen

Technical Advisor

Elizabeth Litzinger Allen, who holds a Ph.D. in chemistry, is a Technical Advisor at Rakoczy Molino Mazzochi Siwik LLP.

Dr. Allen’s education in medicinal and synthetic chemistry, as well as protein production and purification, allows her to make valuable contributions to many projects. She is well-versed in synthetic organic chemistry, structural spectroscopy, structure-activity relationships, toxicology evaluations, pharmaceutical dosage forms, storage and degradation considerations, in vitro and in vivo biological assays, and analysis of pharmaceutical animal models and clinical trials.

Litigation

Dr. Allen is an integral part of many Hatch-Waxman and Biologics Price Competition and Innovation Act (BCPIA) litigations. She is instrumental in preliminary analysis and development of defenses, and once litigation ensues, Dr. Allen assists in preparing invalidity and non-infringement contentions. She has also worked extensively with a number of experts, including the identification of suitable experts for litigation, working with experts to further develop arguments, and drafting expert reports.

Dr. Allen has considerable experience in scientific literature research and analysis. She frequently performs searches for relevant art in the chemical, biological, and medical fields and is highly practiced using several search platforms including STN and Derwent Innovation. Additionally, she frequently conducts specific and general chemical structure searches, including Markush structure searches, and high-level keyword searches. She has intimate knowledge of database structure and search engine functions, making her a highly proficient searcher. She is also skilled at reviewing publications and analyzing critical scientific data for use in litigation.

Dr. Allen has broad experience in data analysis and interpretation, including comprehension of reported experimental data, which is a valuable resource during both fact and expert discovery. She also aids in the development and evaluation of laboratory protocols, assessment of results, and helps further refine arguments using data analysis.

Dr. Allen has been an integral team member in support of a number of litigations relating to drug entities and their medicinal applications, including such drugs as Sprycel® (dasatinib), Tykerb® (lapatinib), Viread® (tenofovir disaproxil), and Cymbalta® (duloxetine).

Opinion Work and Patent Counseling

Dr. Allen assists with the preparation of opinions in the pharmaceutical, chemical, and biological fields, including review and analysis of applicable prior art, execution of searches for relevant literature and patent materials, and construction of sound scientific arguments as part of clients’ representation.

Dr. Allen is also skilled at performing intellectual property landscape searches and aids with formulating freedom to operate opinions. In addition, she assists clients with their due-diligence efforts.

Previous Experience

Prior to joining Rakoczy Molino Mazzochi Siwik LLP, Dr. Allen worked as a Technical Advisor at Leydig, Voit, and Meyer, Ltd.

Dr. Allen received a Bachelor of Science degree in Chemistry, with a double major in German, with University Honors from Carnegie Mellon University in 2000. She received a Ph.D. in Chemistry from Northwestern University in 2005.

In the laboratory of Professor Richard B. Silverman, her research included synthesis, characterization, and in vitro testing of nitric oxide synthase inhibitors. Dr. Allen also conducted research in the laboratory of Professor Bruce A. Armitage, investigating binding and aggregation patterns of cyanine dyes templated by DNA.
